International admissions

International applications to undergraduate and graduate programmes are made through the university's online system at apply.istun.edu.tr, or in person under the admission directive. Eligibility covers foreign nationals by birth, those who lost Turkish citizenship or hold a Blue Card, candidates who completed their secondary education abroad outside the TRNC, and TRNC nationals with GCE A-Level results; candidates who enrolled in a high school in Turkey from 2022-2023 onwards are excluded. The minimum documents are the online application form, a high-school diploma copy, an official transcript with Turkish or English translation, a recent photograph, the passport identity page, and one accepted national or international leaving-exam or entrance-exam result, with Annex-1 of the directive listing accepted exams by country (including TR-YOS, and for unlisted countries a minimum SAT of 540 with a minimum diploma grade of 3.2). Decisions are made by the Rectorate's International Student Evaluation and Admission Commission, which may interview or examine candidates, with minimum scores and minimum high-school averages set by the University Senate.

  • Eligible: those foreign by nationality at birth (excluding anyone enrolled in a high school in Turkey in 2022-2023 or later)
  • Eligible: those who lost Turkish citizenship with Interior Ministry permission, and holders of the Blue Card issued to them
  • Eligible: those who completed at least the last three years of high school in a foreign country excluding the TRNC (if secondary education began before 01/02/2013), or all of it abroad excluding the TRNC (if begun after 01/02/2013)
  • Eligible: those foreign at birth who later acquired Turkish citizenship, and dual nationals in that position (excluding those enrolled in a high school in Turkey from 2022-2023 onwards)
  • Eligible: TRNC nationals resident in and schooled in the TRNC with GCE A-Level results, those at colleges/high schools abroad between 2005-2010 with GCE A-Level results, and TRNC nationals who completed all of high school abroad and hold a TR-YOS result
  • Not accepted: Turkish nationals who completed all secondary education in Turkey or the TRNC; TRNC nationals outside the stated exceptions; dual nationals whose first nationality at birth was Turkish (outside the stated exceptions); dual nationals one of whose nationalities is TRNC (outside the stated exceptions); Turkish nationals or Turkish-first dual nationals schooled at embassy schools or foreign high schools in Turkey; TRNC nationals and former Turkish citizens or Blue Card holders studying at or graduated from secondary schools in Turkey or the TRNC; foreign nationals studying at or graduated from secondary schools in Turkey (except embassy schools, international private institutions in the MOBIS system and foreign nationals brought under a Ministry of National Education project)

  • Validity: high-school assessment exams (Abitur, International Baccalaureate, GCE, Tawjihi etc.) have no time limit; university entrance exams (SAT, YOS etc.) are valid for two years; foreign-language exams (TOEFL, YDS etc.) are valid for two years
  • Evaluation by the Rectorate's International Student Evaluation and Admission Commission, which may interview or examine candidates; special-talent programmes require the relevant aptitude exam; meeting the application conditions does not entitle a candidate to placement, and the university may transfer unfilled quotas to other programmes
  • TR-YOS, organised by OSYM, is taken into account in evaluation
  • Registration documents: passport photocopy (identity page and entry-exit pages); original high-school diploma with certified English or Turkish translation; original transcript with certified translation; Equivalence Certificate (Denklik Belgesi) from a Turkish embassy abroad or the Istanbul Provincial Directorate of National Education; two biometric or passport photographs; residence permit if held
